everox awarded €940K from Just Transition Fund to upcycle demolition fines and harbour dredge
Rotterdam, 15 October 2026
Containerised pilot will transform mineral-rich fines from demolition waste and harbour dredge into high-performance supplementary cementitious materials.
everox has been awarded €940K through the Just Transition Fund (JTF) Groot-Rijnmond for its project “High-performance supplementary cementitious materials”. The funding represents 50% of a total eligible project budget of appr. €1,88M with the remaining 50% privately co-financed by everox.
The three-year project will develop and demonstrate a containerised pilot plant at everox’s headquarter at the start up hub “Subzero” in the Port of Rotterdam. The pilot is designed to process mineral-rich fines from construction and demolition waste and harbour dredge, upgrading them into reactive supplementary cementitious materials (SCMs) that can replace part of conventional cement in concrete or clinker in cement.
By creating a higher-value application for locally available mineral streams, the project will support the transition towards a more circular, low-carbon construction materials industry in the Rotterdam-Rijnmond region. The pilot will combine drying, grinding, separation activation and blending in a modular, fully electric concept designed for deployment close to where mineral waste arises.
“Rotterdam has the materials, industrial expertise and ambition to lead the next phase of circular construction. With the support of JTF, we can demonstrate how to turn mineral fines into valuable low-carbon cement alternatives, while building knowledge, skills and future economic activity in the region.”
An innovative pilot for real regional waste streams
The project will validate the pilot across different operating tracks: concrete feedstockharbour-dredge and alternating feedstock operation. The minimum validation volume is approximately 50 tons, while the pilot’s base processing capacity is approximately one ton per hour.
The program covers feedstock and reactivity screening, pilot design, construction and commissioning, valorisation and blending trials, and final validation and scale-up. The project is scheduled to run until 31 December 2028, and has a strong regional skills dimension. Its agreed targets include creating three direct jobs, supporting eight apprenticeships and enabling five employees to complete training in future-proof skills related to sustainable economy.
From pilot demonstration to industrial ambition
The pilot is an important step towards a future industrial-scale facility in the Rotterdam port area. Based on the project ambition, a full-scale facility could process approximately 900,000 to 1.5 million tonnes of material per year. The pilot program is intended to demonstrate feedstock flexibility, product quality, operational performance and the basis for repeatable deployment.
The JTF award was granted following the full assessment of everox’s application under the JTF Groot-Rijnmond program. The funding comprises €845,993 from the programme’s economic component and €93,888 from its labour component.
